The inventory is 99%+ correct, only missing decals and decorations; I substituted both minifig's torsos and used a similar "lifebuoy" print.

This set no. 2962 'Res-Q Lifeguard,' or 'Life Guard Res-Q,' came out in 1998 as part of the "Res-Q" theme.
It was a promotional release, available exclusively at Tchibo coffeeshops in Germany and via the Shop-At-Home catalog in North America (https://images.brickset.com/library/view/?f=catalogues/c99sahSummer&p=24).
The "Res-Q" only lasted for two seasons, with about ten sets released in 1998. The futuristic, almost aggressive style and striking color scheme (black, yellow, and transparent dark blue) represented a short-lived LEGO design trend that year, also evident in the "Extreme Team" line-up.
Another cornerstone source of inspiration, whether consciously or coincidentally, was a '92 set no. 1896 'Trauma Team' from the "RSQ911" theme. In particular, the 'Res-Q Lifeguard' truck is almost like a downsized replica of the smaller 'Trauma Team' cruiser: identical sloped windscreen, wedge-shaped cabin, short wheelbase.
The "Res-Q" truck has a spacious rear trunk accessible through a rear hatch; surprisingly, there is no equipment to load the car (besides a white hat). The driver sports an exclusive torso with the "Res-Q" logo, as well as a headpiece with eyebrows and headset (created for the '95 theme "Launch Command"); both parts are missing on Mecabricks.
The female lifeguard has a quirky torso underneath her yellow lifevest—a pink tied-up shirt with floral print from a recently retired "Paradisa" theme. Pretty unexpected choice! This minifig has three accessories: a megaphone, binoculars, and a walkie-talkie.
Besides that, the 'Res-Q Lifeguard' included just a tiny lifeguard post and a lifebuoy on a stand.
