Manufactured originally by Hoersch-Kessel as a sports/stunt craft in competition to Kuat's R-22, the Starburner was built ruggedly to prevent more foolhardy customers from injuring themselves. Despite the impressive propulsion system, this led to poor handling compared to the R-22 and landed badly with its target market.

When Hoersch-Kessel was shut down, a good number of Starburners were mothballed and eventually found their way into the hands of the rebellion, where the starfighter's durability became an asset. However, early armed versions suffered severely from heat dissipation issues due to the weapon-mounting, leading to the makeshift addition of S-foils.

On the whole, the Starburner is fast and well-armed but not an ideal dogfighter due to poor handling and the firepower of a somewhat reduced X-wing.
