This build is 99% exact, I only had to replace a tail's rotor, and use a very similar-looking police torso with a leather zipper jacket (but without a sheriff's star).

Lego had been regularly upgrading the "Police" theme (or "Rescue" on the North American market) in the nineties, and this set no. 6545 'Search N' Rescue,' also known as 'Police Response Unit,' came out as part of the 1993-'96 series.

The model was released in 1996, with 290 parts and three minifigures, and included a massive hi-speed Police Chopper plus a Police Van with a dinghy on a trailer. Since the "Police Headquarters and Prison" released the same year now had a much smaller and more basic helicopter model (same as the set no. 6338 'Coast Guard HQ'), it only made sense to introduce a more substantial chopper as a separate set. Accessories are abundant: toolkits for the Van and the Chopper, road barriers, walkie-talkies, etc.

The new helicopter's design resembles the one from a '93 set no. 6398 'International Police Headquarters' a little bit, but on a larger scale: it sits two pilots, has massive on-water landing gear, and two spacious cargo compartments. Very slick and elegant model, one of my favorite minifig-scaled Lego helicopters from the nineties.
