Due to GDI becoming the de facto world power and government, it had to develop an administrative branch to effectively manage its blue and yellow zones. As such, GDI built administration buildings in the cities they controlled. Four of them were constructed in Rio de Janeiro, but were torn down by rioting Nod forces during the Rio Insurrection in 2034.
