The inventory is ~98% correct; I had to create a MOC-assembly to replace a missing fuselage aft (10 extra pieces) and excluded two windows to accommodate an alternative cockpit mold. All the rest is accurate.

This set no. 60015 'Coast Guard Plane' came out in 2013 as part of the City's "Coast Guard" subtheme. It was a limited retail release, not featured in consumer catalogs and tagged "Hard To Find" at LEGO.com.

The 'Coast Guard Plane' was the second-largest set in the subtheme's 2013 lineup, clocking at 280 parts and three minifigs. It features a relatively rare Lego aircraft, a seaplane. At the time, it was perhaps the largest LEGO System seaplane ever created, only comparable to 'Fire Plane' (set no. 4209 released in 2012).

The seaplane has a modular design, with four parts all built separately: the main fuselage with a pilot's cabin, a massive wing with two built-in engines, a cabin's roof combined with a tail, and colossal landing gear. There's no hollow fuselage behind the pilot's back, like in typical passenger or cargo CITY airplanes—instead, space is taken by a massive 3D-grid of 2x6 bricks to support the wing's weight.

=COAST GUARD HISTORY=
There were at least five distinct generations of various Coast Guard sets before it finally became an official CITY's subtheme in 2008:

-------- =1st GENERATION: LEGOLAND Era= --------

1). [1976] 369: Coast Guard Station
The earliest model came with five old-style "hands-in-pockets" LEGOLAND minifigs.

2). [1978] 575: Coast Guard Station
This set was very similar, albeit slightly larger, but already included upgraded, 1st-gen modern minifigures.

3). [1989] 6387: Coastal Rescue Base
The first model to feature a Coast Guard logo (blue shield with a red-n-white lifebuoy).

-------- =2nd GENERATION: Classic Town Era= --------
From 1991 till '96, Coast Guard migrated between various Town subthemes. The list doesn't include brief "cameos" and appearances in "Paradisa" and "Flight" subthemes (that only featured Coast Guard decals).

The earliest Coast Guard marine vessel came out as part of a short-lived "Nautica" / "Harbor" theme.

It was a 5-6th Lego rescue helicopter, part of a Town's "Flight" subtheme; featured Coast Guard logos.

A follow-up to the '89 Rescue Base, the newest Coast Guard headquarters retained the same palette (but reversed) and came with a decent park of vehicles: a helicopter, a speedboat, and an SUV.

7). ['96] 4022: C26 Sea Cutter
The first of a few floating Coast Guard boats, this model used a large, one-piece hull. It was released as part of the dedicated "Boats" theme.

This theme is technically related to the "Rescue" lineage rather than "Coast Guard," but quite a few sets closely overlapped with common Coast Guard subjects. Overall, eight "Res-Q" sets came out in '98-99.

-------- =4th GENERATION: Simplified Builds= --------
In 1997, Lego radically simplified the entire Town, effectively ending the theme's "golden" era. Coast Guard, along with "Police" and "Fire," suffered the most from this transition—for the next 3-4 years, there weren't any other versions of Coast Guard vehicles and structures besides the so-called "juniorized" sets.

9). [1999] 6435: Coast Guard HQ
Included a boat that floats on water. This set still came out in the "Town" theme—among the last ones.

10). ['99] 6433: Coastwatch
Another floating boat, this one already got released within a short-lived "City Center" theme (that briefly replaced "juniorized" Town).

-------- =5th GENERATION: World City= --------
In 2003, Lego launched World City, designated as a new global "city life" theme. It didn't last for long, though, replaced in just two years by today's CITY, but still featured a decent lineup with a few subthemes: "Trains," "Police," and "Coast Watch." Despite a very different color palette, World City's "Coast Watch" sported the rebranded Coast Guard logo.

In 2008, "Coast Guard" finally became an official subtheme in a still relatively new CITY. The debut release featured eight sets. Coast Guard didn't have headquarters in this generation.
