The build is 100% exact, only missing the correct baseplate print and two stickers (on rear spoilers).

This set no. 1821 'Rally Racers' came out in 1996 as part of the LEGO Town "Race" theme; it was a limited release.

The model's quirkiest aspect was the original packaging. The box was triangular, wedge-shaped—to act as a ramp for racing trucks: http://www.peeron.com/inv/sets/1821-1?showpic=6292 (see photos here). Promoblasts read "Cool Racing Trucks with FREE Racing Plate."

The 32x32 baseplate, indeed, was very rare, a "7-Stud Straight Road with Runway Crosswalk" pattern that first debuted in 'Checkered Flag 500' in 1992 and only appeared in one other set: a 'Shuttle Launch Pad' in '95.

What's truly hilarious is the most minimalistic "ground structure" I ever saw in any official LEGO build, let alone for a 32x baseplate. Two bricks, without stickers even, a yellow goblet for a trophy, and that's it. Here comes the winner's podium. (Frankly, they could've just left the plate intact, as it's already intended as a bonus. Or, at the very least, put together a resemblance of a full-functioning pit stop: a fire extinguisher, you know, a couple of spare tires, nothing much.

The vehicles are well-designed and very neat. With identical dimensions, two chassis and cabins have enough differences in the construction to keep the build engaging. Minifigures portray a full range of Classic Town's "Octan" racing sponsorship suits. Excellent team!
